Mark_Course_As_Complete

Cleaned up mark learner as complete, can successfully take in a single user and course and migrate them in the academy to mark as complete.

Ok, so if a user and a course exists, we've successfully created and enrollment and an attempt for the person. I guess we just have to try and push it now...
